Kim Wan-Ju, the provincial governor, said "I won't lose this chance for the Sae Man Gum special law."
Both Jellabuk-do and Jellanam-do set a priority to pass the special law during the regular National Assembly session.
The political groups and the government of Jellabuk-do set themselves the goal of passing the Sae Man Gum special law during the regular National Assembly session, vowing to make every effort to see the law passed by the Assembly.
The eleven people, including the governor, Kim Wan-Ju, and other provincial council members of Jellabuk-do including the Jellabuk-do branch of the Unified National Democratic Party (UNDP) held a conference to discuss the special law, and reached an agreement to make every possible effort to ensure it passed successfully. The salient issue is that should the special law not pass at the Assembly, it may be abandoned. Therefore, all efforts are required to pass it.
In particular, the representative law proponent, Kim Won-Ki, from Jeongup, the ex-chairman of the local branch of the UNDP, Kang Bong-Gyun from Kunsan, and Choi Gyu-Seoung, from Kim Jae, placed great emphasis on the need to have the law passed during the regular Assembly session, which is scheduled to be held this month. this, they regard as the primary goal of their respective political associations in Jellabuk-do.
Due to this resolve, the government of Jellabuk-do and all provincial political parties were able to reach an agreement to gather all the parties’ efforts at the second subcommittee and the general committee meetings on the law, which were scheduled to be held on Nov. 12th and 14th, followed by a meeting to ensure the passage of the Sae Man Gum special law on Nov. 22nd and 23rd.
In addition, the government of Jellabuk-do decided to request financial support from the central government for next year's budget, including the retaining of previously secured budgetary amounts, and increased investments into projects that were not previously included.
The details of the financial support request of the central government is:
- Construction costs for Kim Hae Airport (Requested 20 billion won)
- Construction costs for the hall of intangible cultural heritage (Requested 5 billion won)
- Construction costs for the national highway between Buan and Gochang (Requested 2 billion won)
- Construction costs for multi-clusters to foster the development of the food industry (Requested 1.75 billon won)
- Dredging costs of Kunsan Harbor (Requested an increase of 2 billion won)
- Large-scale agricultural complex in the Gum Gang 2nd Zone (Requested an increase of 10 billion won)
- Extending Highway 88 between Sungsan and Damyang (20 billion won)
- Extending the national highway between Jinan and Jeoksang (Requested an increase of 9 billion won)
- Establishing the Korea Compound Materials Center (Requested a change of the plan to reduce the budget by 20 billion won)
With these efforts, the local government outlined the "10 major projects at Jellabuk-do," including the general development of Sae Man Gum, construction of Kim Jae Airport and Sae Man Gum New Harbor, the supply of complex state-of-the-art technology materials, and requested that each political party supports these aforementioned projects in their presidential agendas.
