- A conference intended to conclude the "land utilization plan" to maximize the benefits of inhabitants

- Planning an international competition to seek good ideas and mapping out a scheme(2.5 billion won)
: Preparing original master plans with differentiated and creative ideas
: Applying the ideas to the future Saemangeum regional developments and catalyzing the process
- Use the international competition of comprehensive Saemangeum development as promotional methods.
■ Heightening the roads around the embankment and conserving the quality of water
- Outset of construction for embankment and heightening the roads (planned to be completed in 2008)
: Embankment section completion(95% completed), heightening the roads (4 lanes)
- Early accomplishment of the aimed water quality with the environmental infrastructure built for eco-friendly development
: 24 Drainage managements, 13 sewerages, and automatic water quality monitoring

- Provision of Saemangeum special act('06. 12) and the ways to be enacted
- Regulations on systematic enforcement of Saemangeum project and the designation and management of free investment zone
: Matters about the arrangement and outset of Saemangeum project, designation and development of free investment zone, and financial support for moved in enterprises and for their initiative business
■ Reinforcement of a public bond of agreement towards the enactment of Saemangeum special act
- Centering around 「Saemangeum special act enactment promotion committee」, the need to legislate the special act is being spread
: Political parties, provincial councils, experts, natives living in Seoul, and civil groups (within 20 people)
: Support for pan-native gatherings, academic researches and relevant private organizations
- Various promotional activities in parallel with abovementioned activities
: Major celebrities' local visits, press releases, and production for PR
