Saemangeum, the luxury city reborn as “Ariul"
Developing it as luxury multipurpose city based on "Sha-ring structure"
A master plan of the government aimed at developing Saemangeum for economic hub of the Northeast Asia has been finally set up and the government confirmed "Saemangeum project general execution plan" outlining the headline at 29th, January and announce it.
The Saemangeum committee hold the 4th committee meeting at 28th, January and deliberated on the plan and established it to develop Saemangeum for economic hub of the Northeast Asia. The plan is aimed at developing Saemangeum as "luxury city" having a population of 730,000, well equipped with green industries, tourist & leisure business, and international trade zone by investing almost 21,000 billions won until 2030.
Sha-ring structure for text frame and naming "Ariul" for global image
The Saemangeum general execution plan takes "Sha-ring structure" for a master frame in designing the luxury multipurpose city among three shapes(Sha-ring, Full moon, and Delta) and the other two types will be partly taken and used only on strong points. Water quality target of Saemangeum is going to go up to a tourist & leisure level from the existing irrigation water one, and starting from the next year 2,990 billions won will be additionally invested for improving water quality until 2020. Saemangeum new port will be constructed in 3 or 4 berthing piers, starting with ground breaking around end of 2011 and internal trunk roads made with three North-South roads, four East-West, and one beltway will be newly constructed. Furthermore, it is also under study to construct a highway between Saemangeum and Jeonju(;Saemangeum and Pohang) and a railway to connect Saemangeum and Gunsan.
An official global name for Saemangeum is decided as "Ariul" combining the ancient Korean word "ari", which means water, and "ul" meaning a fence or base.
Embodiment of five major pilot projects to execute until 2013
Estimated total expenses required for development of Saemangeum are about 2,100 billions won and its development will be executed by dividing it into 8 special lands(△Industrial land △Tourist & leisure land △International business land △Ecology& biology land △Science & research land △New & renewable energy land △Agriculture land △Urban land).
The government embodied five major pilot projects(△Construction of luxury city keeping industrial, tourist, and international business zones △Developing the sea wall and other multipurpose areas to make them tourist attractions △Business to secure and supply reclamation earth △Construction of sea dyke) to avoid any snag in the course of going ahead with the plan.
Especially to produce a more clear picture of the Saemangeum project, the government was determined to execute the pilot projects in due order until 2013.
Further for reducing project expenses, the government was determined to complete a project to construct 8.77 km bridge connecting Saemangeum and Gogunsan islands until 2013, while to find how to secure and supply reclamation earth within the first half of the year.
In addition, the government was determined to develop other lands, adjacent to the sea dyke and multipurpose zone, as "Mega resort" until 2017 and also to complete the construction to build a road of the 1st sea dyke higher until end of the year.
The government decided to designate other 4,500ha land which has not been required yet within a short term as a reserve land and to use it as farm land, and it will be developed if any demand is occurred in the future.
