Jeonbuk State said it held a briefing session for residents to gather opinions on the "Ordinance on Win-Win Development of the Integrated City and County in Jeonbuk State" at the provincial government hall on Nov. 19, ‘24. (Tuesday)
At the residents' briefing on this day, Jeonbuk State, along with an explanation of the main contents of the ordinance, examined key issues in the financial sector, focusing on the cases of Jeonju-si and Wanju-gun, where integration discussions are currently underway according to legal procedures, and listened to various opinions from residents regarding the ordinance.
The main contents of the proposed ordinance include: ▲ the period for maintaining the proportion of the appropriated budget is 12 years from the date the merged city and county are established (Article 3); ▲ the budget for supporting district residents' own projects in education, welfare, agriculture, and rural areas is maintained and expanded for 12 years from the date the merged city and county are established (Article 4). The main goal is to maintain and expand existing benefits even if the city and county are merged..
Kim Jong-pil, Director of the Autonomous Administration Bureau of Jeonbuk State said, "Some residents are concerned that if cities and counties merge, some districts may be marginalized in budget allocation and resident support budgets may decrease, resulting in the loss of various benefits. However, with this ordinance enactment, a system has been established to address these concerns, and the ordinance will contribute to the win-win development and stable settlement of merged cities and counties.”
